An Analysis of Teacher Development in Educational Institutions in the New Era, Lao PDR

Teachers are the Party’s personnel and human resource developers. Therefore, teacher development has become an important strategy for organizing and implementing tasks related to protecting and developing the nation in the new era, especially under the conditions of rapid technological and informational growth, which are key drivers of development. Research on teacher development in the new era aims to analyze and improve legislation, teacher professional development, teacher ethics, and policy implementation. It also seeks to identify the main challenges hindering the teacher development process. Another significant objective is to propose solutions based on the identified problems through research and analysis, considering outstanding achievements in teacher development over previous years, particularly in legislation, professional development, and policy implementation to enhance the teaching profession. Additionally, this research highlights major obstacles to teacher development, including weak legislation and gaps in law enforcement, insufficient professional development, ethical and integrity concerns among some teachers, and inadequate teacher support policies that fail to meet current needs or effectively motivate teachers to perform their duties optimally. Based on these identified challenges, this research paper also presents various strategies and measures to enhance the effectiveness and quality of teacher development in educational institutions within the context of rapid technological and informational advancements.
